Provincial Nominee Programs

Workers can apply to this program if they:

  • possess the skills, education, and work experience needed to contribute to the economy of a particular province or territory,
  • want to live in that province, and
  • want to become permanent residents of Canada

Every province and territory has its own immigration “stream” (a set of programs aimed at certain groups of people). A province or territory, for example, may target:

  • students
  • business people
  • skilled workers
  • semi-skilled workers

The application process depends on which Provincial Nominee Program stream you’re applying for. Alternatively, you can apply online through Express Entry or through the paper-based process.

Your medical exam and police check (certificate) are part of the process. These checks must be obtained by everyone who plans on living in Canada.

Express Entry Process

You can apply for Express Entry online in two ways

  • By contacting the province or territory and applying for a nomination under an Express Entry stream.
  • Upon being nominated by a province or territory, you create an Express Entry profile (or update your profile if you already have one) and show that you have been nominated.

OR

You create a profile under Express Entry and indicate which provinces or territories you are interested in.

  • When a province or territory sends you a “notification of interest,” you will need to contact them directly.
  • You apply to their Express Entry stream
    • You will be offered the nomination through your account if you are nominated, and you will be able to accept it electronically.

In both cases

  • There are eligibility requirements in each province or territory.
  • You must apply for Express Entry and show that you meet the requisites, including being eligible for one of its programs.

If you are invited to apply, you submit an electronic application to IRCC.

Paper-based Process

In the paper-based process

  • You apply to the province or territory for nomination under a non-Express Entry stream.
  • You must meet the eligibility requirements of the province that nominates you.
  • As soon as you have been nominated, you should submit a paper application for permanent residence to Immigration, Refugees and Citizenship Canada.
  • Obtain a police check (certificate) and pass a medical exam. No matter where you plan to live in Canada, you must have these checks.

The application processing time is longer than through Express Entry.
